Abstract

One of the requirements for traveling abroad is that an individual must carry an essential document: a passport. Before traveling, it is important to recognize that a passport is an official document serving as proof of identity, enabling international travel. Article 8 paragraph (1) of Law Number 6 of 2011 concerning Immigration mandates that anyone entering or leaving Indonesian territory must possess a valid and current travel document. A passport contains the holder's personal details, including-among other things-a photograph, signature, place and date of birth, nationality, and other identifying information. Immigration Offices provide services for passport issuance (standard passports, electronic passports, and replacements due to expiration, damage, or loss), applications and extensions for limited, permanent, and visit stay permits, passport and address updates, as well as Exit Permit Only (EPO) processing. The research employed both normative-juridical and empirical-juridical approaches. The findings indicate that the implementation of Article 36 of the Regulation of the Minister of Law and Human Rights Number 19 of 2014-regarding the replacement of lost or damaged passports-at the Class I TPI Immigration Office in Bandar Lampung has been carried out in accordance with applicable laws and regulations. Factors hindering implementation include data discrepancies or inconsistencies, incomplete required documentation, the absence of a police report regarding the loss, fines due to negligence, and issues concerning proof of (force majeure).
