Implementasi Pendidikan Gratis di Sekolah Dasar Inpres Nania dan Sekolah Menengah Pertama Negeri 20 Kota Ambon Sadubun, Jesmendi A Tuanaya, Wahab Latuconsina, Nurainy Penelitian ini merupakan penelitian deskriptif kualitatif yang bertujuan untuk mengetahui Bagaimana Implementasi Pendidikan Gratis di SD Inpres 55 Ambon dan SMP Negeri 20 Ambon Kecamatan Baguala Kota Ambon. Pengambilan data primer dilakukan melalui wawancara terhadap sejumlah informan yang dianggap terlibat secara langsung dalam Proses Implementasi Pendidikan Gratis di SD Inpres 55 Ambon dan SMP Negeri 20 Ambon Kecamatan Baguala Kota Ambon. Hasil penelitian menunjukan bahwa Program Pendidikan Gratis tidak sepenuhnya menggratiskan semua biaya pendidikan, sehingga tidak semua siswa mendapatkan beasiswa dari program tersebut. Pengalokasian dan pembiyayaan Program Pendidikan Gratis diperuntukkan pada item-item seperti  bantuan biaya pembelian kelengkapan sekolah, khususnya pada masa pandemi covid19 ini bantuan Dana BOS diperuntukan untuk pembelian hand sanitizer, face shield guna menjalankan protokol kesehatan untuk peserta didik. Program pendidikan gratis juga membantu pihak sekolah dalam melengkapi sarana prasarana serta meningkatkan kesadaran orang tua tentang pentingnya pendidikan. Partisipasi Perempuan dalam Perencanaan Pembangunan di Ohoi Elaar Lamagorang Kecamatan Kei Kecil Timur Selatan Maluku Tenggara Lebetubun, James Tingkat partisipasi perempuan yang masih rendah dalam perencanaan pembangunan masih sangat minim sehingga program yang berpihak kepada kaum wanita tidak pernah ada dalam program pemberdayaan masyarakat. Faktor menjadi hambatan yaitu perempuan masih sibuk dengan urusan rumah tangga dan keluarga serta pengetahuan yang masih sangat rendah. Penelitian yang digunakan adalah deskriptif kualitatif dengan wawancara secara mendalam dengan masyarakat bersama kepala adat. Hasil penelitian yang diperoleh adalah (1). perempuan minim terlibat dalam musyawarah rencana pembangunan di Ohoi Elaar Lamagorang yakni budaya. (2). Kuantitas perempuan yang dilibatkan dalam musyawarah rencana pembangunan Ohoi Elaar Lamagorang masih sedikit. Peran Lembaga Adat dan Pengaruhnya Terhadap Pelaksanaan Pembangunan di desa Batu Merah Kota Ambon Haji, Haris Bin Penelitian yang dilakukan untuk melakukan analisis pengaruh peran lembaga adat dalam pelaksanaan pembangunan di Desa Batu Merah Kota Ambon. Lemahnya peran lembaga-lembaga adat di Maluku dalam memberikan kontribusi gagasan belum dirasakan sebagai lembaga yang memiliki kekuataan kekuasaan sebagai penyeimbang pemerintah adat. Permasalahan tersebut sehingga saat menarik untuk melakukan studi pemerintahan adat sebagai bagian sistem pemerintah desa. Metode penelitian yang digunakan dalam penelitian ini yaitu deskriptif kuantitaif dengan membagi pertayaan penelitian kepada informan kunci untuk mengetahui seberapa pengaruh lembaga adat dalam melakukan perencanaan pembangunanan. Hasil penelitian  (1). Hipitesis Nihil (Ho) yaitu tidak ada hubungan yang signifikan antara Peran Lembaga Adat Dengan Penyelenggaraan Pembangunan Desa di Desa Batu Merah Kecamatan Sirimau Kota Ambon. (2). Hipotesis Alternatif (Ha) yaitu ada hubungan yang signifikan Peran Lembaga Adat Dengan Penyelenggaraan Pembangunan Desa di Desa Batu Merah Kecamatan Sirimau Kota Ambon. Kebijakan Pemerintah dalam Penyedian Lahan Pemakaman Umum Masyarakat Kecamatan Sirimau Lainata, Regina P Rolobessy, Mike J Khairunnisa, Atikah Penataan tempat pemakaman umum (TPU) menjadi persoalan minimnya lahan di Kota Ambon di Kecamatan Sirimau. Persoalan penyedian lahan perkuburan masyarakat yang memiliki daya tampung semakin sempit dan kecil. Kebun Cengkeh mempunyai luas lahan sekitar 5 hektar di bagi menjadi 2 kuburan yaitu 2,5 hektar perkuburan Islam dan 2,5 hektar lagi perkuburan Kristen. Metode penelitian yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan melakukan wawancara mendalam untuk mengetahui penyedian lahan pemakaman masyarakat. Temuan penelitian dilapangan adalah sebagai berikut (1). lahan tempat pemakaman umum tidak tertata rapi, terlihat semrawut dan sudah tidak layak lagi digunakan sebagai tempat pemakaman umum. (2). Tata wilayah di tempat pemakaman umum yang berada di Kecamatan Sirimau tidak sesuai dengan aturan yang ada (3). Terjadinya tumpang tindih pemakaman dalam satu tempat. Strategi Pemenangan Partai Golongan Karya Pada Pemilihan Kepala Daerah Kabupaten Seram Bagian Timur Tahun 2020 Angar, Muhammad Nasir Madubun, Jusuf Tehuayo, Johan This study is a descriptive qualitative research that aims to know the winning strategy of the Golkar Party in the 2020 Seram Bagian Timur Regency Election. The study results showed that the realization of the Party's programs offered to the community is more inclined to the people's economy, such as in infrastructure, education, and health. The placement of figures was very influential in winning the 2020 Pilkada. The political behavior of the community tends to choose Mukti and Idris because of the candidate's character, vision, and mission on the collective expectations of the community. In the Adat leadership, Pak Mukti supports and develops local wisdom and inaugurates Adat leaders in Seram Bagian Timur Regency. Pak Mukti's leadership always tends to represent the interests of Adat. This study uses qualitative research methods through observation, interviews and documentation. The data was obtained at the Siritaun Widatimur sub-district office through the sub-district head, sub-district secretary, officials, five community leaders and five youth leaders. This study aims to determine the duties and functions of the sub-district head in providing services to the community in the Siritaun Widatimur sub-district. The results of this study indicate that the functions and duties of the sub-district head in providing public services are considered good, although there are some individuals or individuals who are not professional in doing their work. Konflik Wilayah Administrasi di Negeri Waesala Kecamatan Huamual Belakang Kabupaten Seram Bagain Barat Khairunnisa, Atikah Fretes, Judy de Kotaromalos, Amir F. Gofanda, Albid Nurahman Abstract: This research was conducted to find out the causes of administrative conflicts in Waesala State, Huamual Rear District, West Seram Regency. The administrative area conflict is caused by the fact that the State of Waesala has not recognized the administrative area of ​​Allang Asaude Village, which has been dividing since 20 years ago. The research method used is the method of observation, interviews and documentation. The research findings are (1). So far, the State of Waesala has not recognized the expansion of the village of Allang Asaude, which was formerly part of the government of the State of Waesala. (2). The division of Allang Assaude Village in 1999 did not yet have a Central Maluku Regional Regulation (Perda) as a legal norm for recognizing administrative villages.  Abstrak: Penelitian ini dilakukan untuk dapat mengetahui penyebab konflik wilayah administrasi di Negeri Waesala Kecamatan Huamual Belakang Kabupaten Seram Bagian Barat. Konflik wilayah administrasi disebabkan karena Negeri Waesala belum mengakui wilayah administrasi Desa Allang Asaude yang telah melakukan pemekaran sejak 20 Tahun yang lalu. Metode penelitian yang di pakai yaitu metode observasi, interview dan dokumentasi. Adapun temuan penelitian adalah (1). Negeri Waesala sampai saat belum mengakui pemerkaran desa Allang Asaude yang dulunya merupakan bagian dari petuanang Negeri Waesala. (2). Pemekaran Desa Allang Assaude pada tahun 1999 belum ada Peraturan Daerah (Perda) Maluku Tengah yang sebagai norma hokum pengakuan desa administrasi. Partisipasi Masyarakat dalam Program Pemberdayaan Kesejahteraan Keluarga di Kelurahan Wandoka Kabupaten Wakatobi Setianingsi, Eka Nastia, Nastia Basir, Muh. Askal This study aims to determine the participation of women in the Family Welfare Empowerment Program in North Wandoka Village, Wangi-Wangi District, Wakatobi Regency. This research uses descriptive research with a quantitative approach, which is a research method used to examine the condition of natural objects, so the researcher is the key instrument. The findings show that community involvement in the primary PKK program went quite well, because of the community's knowledge to participate through involvement in events carried out by the PKK driving team in North Wandoka Village. Furthermore, community involvement in the main PKK program can be considered as community self-help, both in terms of manpower and supplies. The problem in North Wandoka Village is the lack of public education. It is recommended that the involvement of the North Wandoka Village community in the PKK program be increased again, and the PKK mobilizing team as the executor of tasks in North Wandoka Village to maximize community involvement in various activities. Askal Penelitian ini bertujuan untuk mengetahui bagaimanakah transparansi pelayanan publik dalam adminitrasi kependudukan di kantor kelurahan Labalawa Kecamatan Betoambari Kota Baubau dan apakah faktor-faktor yang mempengaruhi transparansi pelayanan publik dalam adminitrasi kependudukan di kantor Kelurahan Labalawa Kecamatan Betoambari Kota Baubau. Didalam penelitian ini menggunakan jenis penelitian motode kualitatif dengan pendekatan deskriptif, dengan teknik pengumpulan data melalui observasi, wawancara, dokumentasi, sedangkan teknik analisis data yaitu redukasi data, penyajian data dan penarikan kesimpulan. Hasil daripada penelitian ini adalah: Penerapan prinsip transparansi dalam pembuatan pengantar KK di kantor kelurahan Labalawa belum cukup baik ini ditandai dengan masih terdapat adanya masyarakat yang belum paham dan tidak mengetahui mengenai prosedur dan persyaratan, prosedur dan persyaratan pelayanan belum cukup maksimal, dan juga belum mudah untuk memperoleh informasi dalam pengurusan tersebut. Sedangkan faktor yang mempengaruhi prinsip transparansi dalam hal ini faktor pendukung yang sudah cukup baik dan faktor penghambat perlu diperhatikan lagi karena masih terdapat adanya keterbatasan sarana dan kurangnya pemahaman masyarakat. Evaluasi Kebijakan BPNT Evaluasi Kebijakan Program Bantuan Pangan Non Tunai Pada Keluarga Miskin di Kelurahan Baadia Kota Baubau Asrin, Asrin Acmad, Farid YN Sadat, Anwar Program Bantuan Pangan Non Tunai (BPNT) merupakan program nasional dikelola oleh kementerian sosial yang dilimpahkan pada tingkat Kabupaten/Kota bertujuan mengurangi beban pengeluaran Keluarga Penerima Manfaat (KPM). Tujuan dari penelitian ini adalah untuk mengetahui evaluasi kebijakan BPNT di kelurahan Baadia kecamatan Murhum kota Baubau. penelitian ini menggunakan toeri evaluasi kebijakan William N. Dunn dengan menggunakan metode deskriptif kualitatif serta teknik analisis data Miles dan Huberman Untuk mencapai kesimpulan. Berdasarkan hasil penelitian menujukkan bahwa efektifitas apabila hasil yang diinginkan telah mencapai tujuan yang dilihat dari ketepatan, kecukupan dan kulalitas; cukup baik dalam meringankan beban pengeluaran serta dari segi kualitas sangat baik dengan KPM yang menyatakan kepuasan terhadap kualitas beras yang mereka dapatkan. Namun, dari keseluruhan dapat disimpulkan belum cukup efektif hal ini dapat dilihat dari penambahan masyarakat miskin. Efisiensi penelitian ini dilihat dari jumlah usaha dalam mencapai hasil yang diharapkan melalui tingkat pemerataan, waktu dan responsivitas. masih banyak terdapat keluarga penerima manfaat yang belum menangkap maksud tujuan dari program BPNT membuktikan bahwa kurangnya usaha pemerintah untuk memberikan sosialisasi dan ketepatan waktu dimana masyarakat kurang kejelasan dalam waktu penerimaan bantuan yang berarti belum efektif. ada baiknya pemerintah selalu melaksanakan dengan rutin survei lapangan untuk memastikan masyarakat yang berhak dan tidak sebagai penerima manfaat. Pengaruh Motivasi Dan Lingkungan Kerja Terhadap Kinerja Pegawai Di Badan Keuangan Daerah Kabupaten Buton Selatan Kasmaludin, Kasmaludin Muh, Basir Askal Junaid, Gazalin Badan Keuangan Daerah Kabupaten Buton Selatan merupakan Badan yang mengacu pada peningkatan sumber daya manusia. Oleh karena itu, para pegawai diwajibkan mempunyai kinerja yang dapat membantu tujuan dari Badan Keuangan Kabupaten Buton Selatan.Penelitian ini bertujuan untuk mengetahui Pengaruh Motivasi dan Lingkkungan Kerja Terhadap Kinerja Pegawai di Badan Keuangan Daerah Kabupaten Buton Selatan. Jenis penelitian yang digunakan dalam penelitian ini adalah penelitian Kuantitatif dengan menggunakan pendekatan asosiatif. Metode pemilihan sampel dalam penellitian ini  menggunakan jenis Probability Sampling. Teknik analisis data menggunakan, uji validasi, uji rehabilitas, uji normalitas, uji regresi linear berganda, uji t, uji koefisien determinan. Hasil penelitian ini menunjukan bahwa 1) Motivasi dan lingkungan kerja berpengaruh secara simultan terhadap kinerja pegawai. 2) Motivasi berpengaruh positif dan signifikan terhadap kinerja pegawai.3) Lingkungan kerja memiliki pengaruh positif dan signifikan terhadap kienrja pegawai. Kesimpulan dari penelitian ini yaitu ada pengaruh antara Motivasi dan Linkungan Kerja terhadap Kinerja Pegawai di Badan Keuangan Daerah Kabupaten Buton Selatan. Pengaruh Realisasi Pajak Kendaraan Bermotor (PKB) Dan Bea Balik Nama Kendaraan Bermotor (BBN-KB) Terhadap Pendapatan Asli Daerah Kabupaten Bangka Sudarcun, Sudarcun Fikri, Zakiyudin Marlina, Marlina This study aims to determine the effect of the Realization of Motorized Vehicle Tax (PKB) and Motorized Vehicle Ownership Fee (BBN-KB) on Bangka Regency Regional Original Income. The research method used is quantitative research with an associative approach. The data used are primary data obtained from data on the realization of Motor Vehicle Taxes and Transfer Fees for Motorized Vehicles and the Realization of Local Own Revenue in Bangka Regency. The data analysis technique uses multiple regression with hypothesis testing using the t test and determination test. The results showed that the variable X1 (motor vehicle tax) obtained a significance value of 0.002, less than 0.05. it can be concluded that the variable X1 (Motor Vehicle Tax) has a positive and significant effect on Y (Local Original Income). Likewise, the X2 variable (Motor Vehicle Transfer Fee) obtains a significance value or Prob of 0.000 less than <0.05 (5%), the X2 variable (Motor Vehicle Transfer Fee) has a positive and significant effect on Y (Regional Original Income) ). Based on the results of the F test, it shows that the effect of X1 and X2 simultaneously on Y is 0.000, less than <0.05 and the calculated F value of 330,749 is greater than F table 5.75. this means that there is an effect of X1 and X2 simultaneously (simultaneously) on Y (Regional Own Revenue. The test results terminate in the R-squared value of 0.994 (99.4%) which means that the variables X1 (Motor Vehicle Tax) and X2 (motorized vehicle transfer fee) affect the Y variable (local original income) by 99.4%, the remaining 1.6% is influenced by other variables not included in the model.The conclusion is that the realization of motorized vehicle taxes and transfer of title fees has a significant effect on regional original income in Bangka Regency. Transparansi Pengelolaan Dana Desa dalam Mendukung Pencegahan Covid-19 di Desa Tongke-Tongke Kabupaten Sinjai Congge, Umar Takdir, Muhammad Amar, Muhammad Hasil penelitian ini menunjukkan bahwa transparansi pengelolaan dana desa untuk covid-19 dapat dikatakan sudah transparansi dalam pendistribusian yang sudah merata atau tepat sasaran terhadap masyarakat dibuktikan dengan hasil temuan dari kesediaan dan aksesibilitas pengelolaan BLT-Dana Desa di Desa Tongke-Tongke dimana menunjukan bahwa pemerintah desa telah menyediakan dokumen mengenai realisasi pengelolaan dana desa khususnya pengelolaan bantuan langsung tunai dan kegiatan PPKM bagi masyarakat yang bersifat informasi publik. Bentuk kejelasan  dan  kelengkapan  informasi  pengelolaan dana desa ditandai dengan adanya informasi publik yang diberikan kepada masyarakat melalui situs resmi desa, papan informasi dan spanduk/baliho. Dalam keterbukaan proses pengelolaan dana desa terhadap masyarakat telah dilakukannya musyawarah desa untuk penetapan calon penerima dengan adanya penyeleksian terhadap masyarakat penerima BLT-DD sesuai dengan regulasi yang telah ditetapkan agar dapat menjamin transparansi pengelolaan dana desa yang dilakukan oleh pemerintah desa. Efektivitas Sistem Transaksi Non Tunai dalam Layanan Parawisata di Kabupaten Sinjai Salman, Salman Arifin, Zulkifli Hasdinawati, Hasdinawati Penelitian ini bertujuan untuk mengetahui efektivitas sistem transaksi non tunai dalam layanan pariwisata di Kabupaten Sinjai. Metode penelitian adalah penelitian deskriptif kualitatif, teknik pengumpulan data dilakukan melalui observasi, wawancara dan dokumentasi. Teknik analisis data dilakukan dengan cara pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Temuan penelitian menunjukkan bahwa Efektivitas Sistem transaksi non tunai dalam layanan pariwisata didapatkan bahwa belum efektif mulai dari Kejelasan tujuan yang hendak dicapai, Kejelasan strategi pencapaian tujuan, Perencanaan yang matang, Penyusunan program yang tepat, Tersedianya sarana dan prasarana serta Sistem pengawasan dan pengendalian. Pelaksanaan transaksi non tunai ini belum efektif dalam pelaksanaannya karena masih dalam proses migrasi dari tunai ke non tunai sehingga belum efektif karena belum semua masyarakat mengetahui dan punya aplikasi di Hpnya masing-masing hanya masih ada beberapa orang yang mansetnya uang harus dipegang atau yang ada memang aksesnya susah untuk layanan digital seperti hp, jaringan dan aplikasi dan terkendala dari kurangnya sumber daya manusia, kurangnya sosialisasi serta petugas dan pengunjung belum paham penggunaan transaksi non tunai. Pengawasan dan Hubungan dengan Eefektivitas Kerja Pegawai Pada Kantor Wilayah Badan Pertahanan Nasional Provinsi Maluku Gustia, Gustia Sahetapy, Petronela Rahanra, Ivonni Y Primary data collection was carried out through a list of questions to a number of respondents who were directly involved in research on Supervision and its Relationship with Employee Work Effectiveness at the Regional Office of the National Land Agency of Maluku Province. The results showed that the magnitude of the correlation coefficient between the two main variables in this study was 0 .48 and is in a moderate position. Furthermore, to find out whether there is a significant relationship between the two variables or not, it is necessary to test it by comparing it with the r-Product Moment value at a significant level of 0.5% (95% confidence level). The result is 0.266.s. Thus the results show that the t-table is greater than the r-table value (0.48 > 0.226), so it can be said that the better the supervision carried out by the Head of the Regional Office, the more effective the work of employees at the Regional Office of the National Land Agency will increase Maluku Province. Qualitative research emphasizes inductive analysis, not deductive analysis. The data sources used are primary data and secondary data, with data collection techniques through observation, interviews and documentation. Based on the results of the study, it was shown that the performance of BPBD employees in South Halmahera Regency, seen from the productivity aspect of post-disaster logistics services, had not been maximally implemented. The aspect of the quality of logistics services has also not been maximally implemented, because the timeliness of logistics services is sometimes not timely when distributing them to villages, while the attitude of BPBD staff is very good. After MOU Helsingki between Indonesia and the Free Aceh Movement (GAM), many local parties emerged in political contestation, one of which was a party dominated by ulama. The role of ulama, who are basically educators, is starting to exist in the world of politics. This research aims to determine the existence of Ulama Dayah in politics in Aceh, as well as to determine the role of Ulama Dayah in politics in Aceh. Persepsi Masyarakat Dalam Penanganan Konflik Tanah Antara Ohoi Kelanit dan Ohoi Loon Pada Kabupaten Maluku Tenggara Tupessy, Imanuel Jelles Izak Tuanaya, Wahab Latuconsina, Nurainy This research is to analyze community perceptions in handling land conflicts between ohoi kelanit and ohoi loon in kei kecil sub-district, southeast maluku. The research location is Ohoi Kelanit and Ohoi Loon villages. The resource persons in this research are customary chiefs and community leaders. The data source in this research uses descriptive qualitative research data.The results of this study indicate that the thing that causes land disputes in the kei kecil sub- district of southeast maluku district between kelanit village and loon village is due to the construction of a welcome gate that has crossed the petuanan boundary. The role of the customary chief and community leaders in resolving land disputes is as a peace judge by summoning the parties related to the land dispute. While the obstacles that occur in the settlement of land disputes in Kelanit and Loon villages are that there are small groups that do not attend the settlement of land disputes. Strategi Dinas Parawisata Provinsi Maluku Dalam Meningkatkan Kunjungan Wisata Atamimi, Fitriavni Madubun, Jusuf Khairunnisa, Atikah This research is a qualitative research that aims to analyze the strategy of the Tourism Office in increasing tourist visits (Case study on World Peace Gong). This research was conducted at the Maluku Province Tourism Office. Data collection is obtained through primary data and secondary data. The results showed that the GPD historical tourist destination is one of the tourist attractions managed directly by the Maluku Province Tourism Office. In its management, there are obstacles, namely the lack of parking lots, some infrastructure that is starting to be damaged, the lack of quality of tourism human resources and the lack of promotion carried out by the Maluku Province Tourism Office. It is expected from this research that the Tourism Office can improve the quality of tourism human resources, can develop the capacity of tourism businesses and the creative economy, can develop tourism facilities and infrastructure as a support in developing tourism potential and can optimize technology in promoting GPD to be widely known by the public, thus increasing tourist visits. This research was carried oud in Ory Hamlet, Pelauw State and Kariu State. Primary data collection techniques were carried out through interviews with a number of informant who were considered to be involved in the process of resolving the conflict between Ory Hamlet, Pelauw State and Kariu State.The results of this research show that so far in conflicts, women and children have only been considered victims, even though the informal effoots made by women have also made a positive contribution to the peacemaking process. However, in formal spaces, women’s involvement I very minimal, because they are not in strategic positions in the leadersip structure. Strategi Masyarakat Lokal dan Pedagang Dalam Menciptakan Kenyamanan Bagi Wisatawan Putra, Ahmad Rosdialena, Rosdialena Prasetya, Bima Ahmad, Rapi Jelisae, Sri Kendiyol Wardiman, Jery This research was motivated by the large number of reports from tourists regarding the rampant acts of extortion and disrespectful attitudes carried out by local residents who work as parking attendants, traders, and so on. This became increasingly serious when this discomfort surfaced on social media and went viral, resulting in tourists thinking twice about visiting Carocok Beach in Pesisir Selatan Regency, West Sumatra Province. If this is not addressed seriously, the impact will be felt by the regional government, local communities and traders, of course. However, efforts have been made to create comfort for tourists visiting Carokok Beach. This research uses qualitative methods accompanied by direct observations and interviews with parties who are considered capable of answering the problems in this paper. The results of this research show that: first, local people always try to be friendly towards tourists who visit Carocok Pesisir Selatan Beach, second, local people and local youth organizations investigate parties who commit extortion against tourists, third, local people maintain cleanliness tourist environment, fourth, do not increase car and motorbike parking fees arbitrarily, fifth, urge traders to be polite to tourists who shop, sixth, do not increase merchandise prices beyond the limit, seventh, ensure security for tourists by preparing security forces both from the Government and from the local community. Pergeseran Budaya Maren Di Ohoi Tu`a Kecamatan Dullah Selatan Kota Tual Tamnge, Subhan S Far-Far, Gazali Maren merupakan budaya dalam menggambarkan kondisi sosial masyarakat di Kepulauan Kei (Maluku Tenggra & Kota Tual). Budaya ini merupakan bentuk gotong royong atau kerja bersama yang dilakukan oleh anggota masyarakat dalam berbagai kegiatan sosial, seperti membangun rumah, mengadakan upacara adat, atau membantu sesama anggota komunitas yang membutuhkan. Maren tidak hanya melibatkan kerja fisik, tetapi juga mencerminkan nilai-nilai kebersamaan, solidaritas, dan saling membantu yang menjadi dasar kehidupan sosial masyarakat Tual. Penelitian ini menggunakan metode penelitian kualitaif dan dilaksanakan di Ohoi Tu’a kecamatan Dullah Selatan kota Tual. Pengumpulan data dalam penelitian melalui Observasi,Wawancara, dan dokumentasi. Hasil dari penelitian ini menjelaskan bahwa Maren merupakan tradisi yang dapat memberikan hal positif, bagi masyarakat Kei, khususnya di Ohoi Tu’a, Kota Tual.Tradisi ini dipandang sebagai salah satu elemen penting yang mengikat komunitas dan mempertahankan identitas budaya lokal. This study is a descriptive qualitative research aimed at understanding the strategies of the Department of Manpower in mitigating unemployment. The research was conducted at the office of the Department of Manpower in Ambon City, Maluku Province. The data sources included both primary and secondary data. Data collection techniques involved interviews, observations, and documentation. Data analysis techniques were carried out in three stages: data reduction, data presentation, and conclusion drawing. The results of this study indicate that the main challenges in evaluating and formulating policies to mitigate unemployment in Ambon City, particularly in the programs conducted by the Department of Manpower, are primarily due to data limitations. These limitations pose significant obstacles to effective evaluation and policymaking. The need for improved data infrastructure and collaboration with related institutions is proposed as a solution. This research provides crucial insights for stakeholders in efforts to mitigate unemployment in Ambon City. The search results found that the publication of articles through the Crossref and Scopus databases were 700 publications of articles on the issue of mitigation and climate change from the period January 2012 to the period December 2022. The results of article selection using the PRISMA method found 140 articles that met the qualifications. Youth Voting Behavior in Ambon City Legislative Election Byo, Alfian Abu Bakar Tuanaya, Wahab Fretes, Judy de The study was conducted in Nusaniwe District, Ambon City. Primary data collection involved interviews with informants who were considered knowledgeable about the voting behavior of youth in the 2019 legislative election in the area. The findings indicate that the most dominant factors influencing youth electoral choices in the 2019 legislative election in Nusaniwe District were their preference for certain candidates and psychological influences such as parental guidance, the opinions of community leaders, and peer pressure. These are classified as psychological factors according to voter behavior theory. Additionally, sociological factors, such as shared locality, and rational factors, including cost-benefit analysis and evaluation of candidates’ programs and visions, also played a role in shaping youth political choices. Implementation of The Maluku Innovation and Creativity Program (Kreasiku) In Maluku Province Labetubun, Feronika Madubun, Jusuf Latuconsina, Nurainy This research is a descriptive qualitative study aimed at examining the implementation process of the Maluku Innovation Creativity Program (Kreasiku). The program is designed to facilitate innovation development clinics for Regional Apparatus (PD), both at the provincial district and city levels, as well as as a reference for annual innovation. At the provincial level, the program focuses on developing policies that can be implemented more widely, while at the district and city levels. The results indicate that the program has received support from the Maluku Provincial Government in response to regulations concerning local government and innovation. However, the implementation of the program has faced several challenges, such as a lack of resources and resistance to change. Nonetheless, the program has produced several innovations that have positively impacted the quality of public services and the image of Maluku Province as an innovative region. Therefore, this study concludes that the (Kreasiku) has the potential to support the acceleration of bureaucratic reform and the enhancement of public service quality in Maluku Province. The Existence and Role of Indigenous Leadership in Local Governance: A Systematic Review of Indonesian Case Studies Wance, Marno Layn, Safrudin Bustam Collins, James T. Syahidah, Ummu This research aims to analyze the distribution of studies related to customary leadership and local governance in Indonesia, which includes the distribution of articles per year, types of research, research targets, distribution by province and district in Maluku, as well as the fields of science used. The method used is a systematic review using the PRISMA (Preferred Reporting Items for Systematic Reviews and Meta-Analyses) approach to filter and select relevant articles. The analysis results show that the trend of publishing articles on customary leadership increased, peaking in 2022, but declined in the following years. The type of research is dominated by qualitative and normative legal approaches, indicating the need for in-depth analysis and regulatory strategies in understanding the role of customary leadership. The research targets focus on customary leadership and local government, reflecting the importance of these two elements in local governance. In terms of region, Maluku, particularly Central Maluku Regency, is the primary focus of the research, followed by Bali, South Sulawesi, and Central Java. Field analysis shows that this research is primarily reviewed from the perspectives of legal science, governance science, sociology, and anthropology, reflecting the complexity of studying traditional leadership from legal, social, and cultural aspects. These findings indicate that conventional leadership plays a significant role in maintaining cultural identity and social stability but also faces challenges in adapting to formal regulations. This research opens up opportunities for more in-depth studies in less accessible areas and with a richer multidisciplinary approach. The development of the modern era, makes today's society follow the increasingly developing modernization, competition between televisions presents interesting programs. Likewise, TVRI as a Public Broadcasting Institution has problems that must be resolved immediately, starting from human resources, programs, and broadcasting facilities and infrastructure. Based on this background, researchers are interested in conducting a study entitled "Broadcasting Service Quality in Increasing the Satisfaction of National TVRI Viewers". Researchers chose the title intending to know the quality of National TVRI broadcasting services in increasing viewer satisfaction and know the dimensions of service quality. This study uses the theory of Service Quality, namely services that satisfy the community by service standards and principles of public service or viewers. The dimensions of Service Quality are Tangible, Reliability, Responsiveness, Assurance, and Empathy. This study uses the post-positivism paradigm through a qualitative descriptive approach and uses interview and observation methods to collect the required data. Rizki The purpose of this research is to understand and explain the performance of the BPBD of North Maluku Province in the logistics distribution service in Messa Village and Kotalo Village, East Weda District, Central Halmahera Regency. This research uses a qualitative descriptive method aimed at describing events or activities within an institution and then elaborating on the issues being studied through several relevant indicators. Data collection techniques through; observation, interviews, documentation, data analysis techniques through; data reduction, data presentation, and conclusion, drawing, or verification. Based on the research results; first, the productivity of the BPBD of North Maluku Province in the logistics distribution service in Messa and Kotalo Villages has not been effectively implemented due to limited resources, Second, the quality of service has not been optimally carried out because the distribution of logistics does not yet have SOPs that are by field conditions, and the logistics distribution in terms of timeliness is still not appropriate because it takes about 4 days to reach the disaster-affected location. Third, the responsiveness of the BPBD of North Maluku Province in the logistics distribution service process in Messa Village and Kotalo Village has been very good. The team from the BPBD of North Maluku Province consistently responds well to the needs of the disaster-affected community, and fourth, the accountability of the BPBD of North Maluku Province's performance has been carried out and accounted for by the regulations and is reported through SAKIP and LKIP. Implementation of Border Tourism Development Policy: Analysis of the Dynamics of Policy Content and Implementation Context Heriyanto, Heriyanto Fathonah, Iir Nikmatul Harisal, Harisal Litstiana, Yunika Depri Damasinta, Alfiana Border regions play a crucial role in strengthening national sovereignty and supporting development based on local potential. Sambas Regency, West Kalimantan, which borders Sarawak, Malaysia, prioritizes the tourism sector in its development plans. However, implementing tourism policies in this region has not been optimal. This study aims to analyze the implementation of tourism development policies in border areas using Merilee S. Grindle's policy implementation theory, which examines two main aspects: policy content and implementation context. The research approach used is qualitative with a case study, through in-depth interviews and document analysis. The research findings show that although the existing policies align with the direction of border area development, several issues have emerged in their implementation. There are gaps in the distribution of benefits, a lack of involvement from local stakeholders, and a mismatch between policy content and the implementation context. The main constraints identified are weak intersectoral coordination, low community participation, and limited institutional capacity. These findings suggest that successfully implementing border tourism policies requires governance based on collaboration and participation. Therefore, it is recommended to strengthen coordination among relevant sectors, enhance local community participation, and improve institutional capacity to support more effective policies. Parliamentary Behavior in the Formation of Local Regulations in Central Maluku Tehuayo, Johan Mahulauw, Syaifulrijal Suatrat, Fatima This study, entitled 'Analysis of Parliamentary Behavior in the Formation of Local Regulations in Central Maluku Regency,' employs a descriptive qualitative method to describe the behavior of DPRD members in their efforts to increase votes and the process of forming local regulations. The research informants consisted of the chair and members of Commission 2, Commission 4, and the Regional Regulation Discussion Agency of the Central Maluku DPRD. This study draws on theories of political behavior, representative democracy, political parties, representative parliaments, legislative elections, and government policy. The results of the study show that candidates actively engage in political interaction with the community through various social and economic programs, such as social assistance, youth empowerment, and improvement of educational facilities, thereby gaining significant support and seats in the DPRD. The deliberation process for local regulations proceeded in accordance with the procedures stipulated by the Minister of Home Affairs Regulation, with maximum public participation through seminars involving various stakeholders from the sub-districts. The resulting local regulations have strong legal force and a positive impact on the community, the business world, and an increase in Local Own-Source Revenue. The DPRD's supervision of the implementation of local regulations is carried out effectively and to the maximum extent possible, supporting the successful implementation of various local regulations in Central Maluku. Socio-Cultural Responses of Local Communities to Tourism Infrastructure Development in Wakatobi City Alwi, Alimin Kamaruddin, Syamsu Andi Najamuddin, Najamuddin Awaru, A. Octamaya Tenri Awaru Mutijima, Pacifique This study aims to examine changes in the socio-cultural conditions of the people of Kapota Utara Village, South Wangi-Wangi Sub-district, Wakatobi Regency, as a result of the development of the Kapota Lake Tourism Attraction Area. The main focus of this research is on community perceptions of spatial changes, patterns of social interaction, and the sustainability of local cultural values in the context of tourism development. This research used a qualitative approach with a case study method. Data were collected through in-depth interviews, participatory observation, and review of tourism development planning documents. The main informants consisted of community leaders, local business actors, village officials, and visitors to the tourist area. The results showed that the development of tourist areas brought significant changes to the social structure and interaction patterns of the community. There is an increase in local economic participation, but there are also concerns related to the fading of cultural values and local wisdom due to the commercialization of social space. Some communities show resistance to the influx of labor from outside the region, while others see it as a collaborative opportunity. Recommendations from this study are the importance of integrating local culture in every stage of tourism development as well as the need for participatory communication forums between the government, communities, and businesses to minimize the potential for social conflict. In addition, there is a need for cultural preservation policies through educational programs and promotion of local values that synergize with tourism development. Transparency, Accountability, and Competence of Village Apparatus toward the Management of Village Revenue and Expenditure Budget (APBDes): A Study in Jeneponto Regency Bado, Basri Fitriani, Fitriani Inanna, Inanna Najamuddin, Najamuddin This study aims to evaluate the influence of transparency, accountability, and competence of village officials on the management of the Village Revenue and Expenditure Budget (APBDes) in Jeneponto Regency. A quantitative approach was used with an analysis of the relationship between variables. Data were collected through the distribution of 60 questionnaires to village officials, and analyzed using the Partial Least Square - Structural Equation Modeling (PLS-SEM) method through the SmartPLS application version 4.1.0.8. The results showed that transparency (p = 0.000), accountability (p = 0.002), and competence of village officials (p = 0.000) had a significant effect on the management of the APBDes. These findings provide an important contribution to policy formulation, particularly in improving the quality of public services and the effectiveness of village fund management, including in the village transportation sector. By strengthening transparency, accountability, and the competence of village officials, village governments can achieve more efficient and responsive budget management to community needs, including in the development of equitable and sustainable transportation infrastructure. Practically, these results can serve as a reference for policymakers and village technical implementers in designing strategies to increase the capacity of village officials. Challenges in the Utilization of Technology-Based Administration Services by the Community in Tongke-Tongke Village, East Sinjai District Amalia, Husnul Takdir, Muhammad Wahid, Abd This study aims to analyze the capacity of the community in utilizing technology-based administrative services. The method used is a qualitative research method. The results of the study show that the capacity of the people of Tongke-Tongke Village in general has shown the ability to adopt technology-based administrative services. This can be seen from four main indicators, namely knowledge, skills, awareness, and attitude. In terms of knowledge, most of the younger generation has understood the concept and benefits of digital administration services, although adults and the elderly are still limited in their understanding. In terms of skills, access to devices such as smartphones is quite adequate, but the ability to operate technology is still uneven, especially for people over 40 years old who still need assistance. In terms of awareness, both the community and village officials are beginning to realize the importance of digitizing services as an effort to improve the efficiency and ease of service, although limited socialization has made this awareness not reach all levels of society. Meanwhile, in terms of attitudes, the community and village officials generally show an open and positive attitude towards changes towards a digital system, and have a willingness to learn and follow developments. Overall, the people of Tongke-Tongke Village in general have been able to adopt technology-based administrative services, but further efforts are still needed in the form of training, socialization, and mentoring so that all community groups can participate optimally and equally. The findings of the study show the importance of routine socialization, increasing people's digital literacy. By utilizing the results of this research, the village government can develop a more appropriate strategy to optimize technology-based services to be more effective, efficient, and reach all levels of society. How Did Bekasi City’s Local Government Navigate The Turbulence Using Accounting and Financial Management? Sitepu, Hans Victor Despite facing significant turbulence from many internal challenges, the Bekasi municipal government is able to handle regional finances effectively to provide prosperity to all of its inhabitants. The purpose of this study was to investigate the numerous causal elements that have enabled Bekasi City to reach this famous reputation. This study using descriptive quantitative approach to analyze financial performance of Bekasi City. Six local government financial indicators are utilized to investigate this, including Fiscal Decentralization Ratio, Local Financial Independence Ratio, Capital Expenditure Activity Ratio, Operating Expenditure Activity Ratio, Effectiveness Ratio, and Growth Ratio. The six indicators are calculated using performance figures from the Bekasi City Regional Government Audited Financial Report from 2018 to 2023. The Fiscal Decentralization Ratio, Operating Expenditure Ratio, Capital Expenditure Ratio, and Growth Ratio all improved but remained in the same level from 2018 to 2023, whereas the Local Financial Independence Ratio and Effectiveness Ratio improved over the last four years. This study contributes empirical insights to demonstrate how public sector’s financial management can be utilized by municipal government to face challenging times. The researcher anticipates that additional research will help to better understand the empirical reasons of the numerous financial performance occurrences identified in this study. Analysis of the Service Quality of Electronic Identity Card (e-KTP) Administration at the Sub-District Office of Kundur District, Karimun Regency Fadillah, Anggraini Maulidiah, Sri This study aims to analyse the quality of administrative services for Electronic Identity Card (KTP-el) issuance at the Sub-district Office of Kundur, Karimun Regency, and to identify the inhibiting factors in its implementation. The research employs a descriptive qualitative approach with data collection techniques including interviews, observation, and documentation. Data analysis is based on the five SERVQUAL dimensions proposed by Fandy Tjiptono, namely Tangibles, Reliability, Responsiveness, Assurance, and Empathy. The findings indicate that the overall service quality is fairly good, yet still not optimal. Major obstacles include limited infrastructure (such as the number of computers and lack of disability access), the absence of a digital queuing and document tracking system, lack of formal complaint mechanisms, and a high workload among staff. The study recommends the development of technology-based service systems, regular training and certification for service personnel, additional human resources, and the establishment of complaint mechanisms and periodic customer satisfaction surveys. These findings are expected to provide input for local governments in improving the quality of public services, particularly in border and island regions. Strengthening Public Sector Talent Management through 360° Feedback: A Meritocratic Approach to Performance Evaluation Suharto, Widodo Putra Heriyanto, Heriyanto This study investigates the implementation of merit-based talent management through the MANTAP innovation in West Kalimantan Province, Indonesia, in response to the persistent limitations of the civil service performance appraisal system that has been criticized as top-down and lacking objectivity. The research aims to analyze how the integration of the 360° feedback mechanism strengthens the provincial merit system while addressing structural and cultural challenges in regional bureaucracy. A qualitative single case study approach was employed, focusing on the Regional Civil Service Agency (BKD) and two key Regional Apparatus Organizations (the Health Office and the Public Works Office). Data were collected between 2024 and 2025 through 12 purposively selected informants including structural officials, policy implementers, and civil servantsalongside document analysis, evaluation reports, and direct observation of the digital feedback process. Data were analyzed thematically using open and axial coding, following Braun and Clarke’s (2006) framework, with triangulation and member checking to ensure validity. The findings show that MANTAP enhances transparency, accountability, and fairness in civil servant competency assessments by involving multiple evaluators (superiors, peers, subordinates, and self). It also broadens opportunities for talent identification and merit-based promotions. However, challenges remain, including resistance from senior officials, hierarchical work culture, and limited digital literacy and infrastructure. The novelty of this study lies in demonstrating how a 360° feedback mechanism can be successfully applied in a provincial government with constrained digital infrastructure and entrenched seniority normscontexts that have received limited scholarly attention. Analysis of the Direction of the NTB Provincial Government's Policy in Employment Development Amil, Amil Rifaid, Rifaid Hidayatullah, Hidayatullah Hadi, Ayatullah Abdurrahman, Abdurrahman The purpose of this study is to determine the West Nusa Tenggara (NTB) Provincial Government's policy in implementing strategic policies in workforce development. The main focus of this policy includes reducing unemployment, creating harmonious industrial relations, and developing productive transmigration areas. This study uses a comparative descriptive method with a qualitative approach and uses library research to obtain secondary data. The results of the study indicate that in 2022, the number of workers in NTB will reach 2.79 million people, with 2.71 million of them already employed, so that the unemployment rate will decrease to 2.98 percent, exceeding the RPJMD target of 3.17 percent. However, with the addition of more than 50 thousand new workers each year, a special strategy is needed to create more jobs. The NTB Manpower and Transmigration Office has established six strategic steps to overcome unemployment, including workforce planning, improving human resource competency through vocational training, workforce placement and empowerment, social protection for workers, workforce development and supervision, and implementation of presidential regulations regarding the Integrated Plus Workforce Training and Empowerment Program (PePaDu Plus). Revitalizing the Deliberative Function of Political Parties within Indonesia’s Substantive Democracy Noer, Hamka Hendra In the last two decades, discussions surrounding deliberative democracy have significantly increased the rational dialogue, equitable participation, and the cultivation of reflective public opinion in the realm of political decision-making. Nonetheless, the current academic literature has largely ignored the role of political parties as institutional actors that bridge the gap between the government and society. This article addresses this oversight by critically examining the substantive role of political parties within the context of deliberative democracy, along with proposing avenues for institutional reform aimed at fostering a more inclusive democratic process. Through a comprehensive analytical method of literature review and cross-country comparisons, this study investigates the deliberative capacities of political parties in the United States, Europe (with particular emphasis on Germany and Scandinavia), and Indonesia. The findings indicate that European political parties have been relatively successful in integrating public discourse forums into their internal frameworks, whereas in the United States, the process of deliberation is frequently obstructed by ideological polarization and economic hegemony. On the other hand, Indonesia encountered patronage politics, weak institutionalization, and a transactional political culture as their main challenges. The study concludes that the absence of a robust internal deliberative infrastructure substantially contributes to the crisis of party representation. This research emphasises on reintegrating the role of political parties as facilitators of public discourse, rather than relegating them to the status of mere electoral machines. Strategic recommendations include the implementation of internal structural reforms, the development of idea-driven party cadres, and the fostering of stronger partnerships with civil society to enhance substantive democracy. Optimizing Stunting Prevention and Handling Programs in Sinjai Regency Syamsuddin, Syamsuddin Nawir, Adi Aini, Rini Nurul The problem of stunting is still a serious challenge in public health development in Indonesia, especially in areas with high prevalence such as Sinjai Regency. This study aims to evaluate the implementation of stunting prevention and handling programs comprehensively, including the effectiveness of regional policies, inter-sector coordination, community participation, and the impact of the COVID-19 pandemic on the sustainability of the program. This study uses a qualitative approach with a case study design, supported by descriptive quantitative data through surveys and hypothesis tests on 5 key variables of the program. The results of the study show that the implementation of the program still faces various challenges. Qualitative findings show weak cross-sector coordination, low understanding of Regent Regulation No. 40 of 2021 regulations at the implementing level, limited training for posyandu cadres, and suboptimal child growth monitoring system. In addition, the survey results showed that public perception of program effectiveness was highest in the aspects of community participation (82%) and OPD coordination (78%), while cadre training (58%) and regulatory understanding (60%) obtained lower effectiveness scores. This shows the inequality between policy design and the reality of implementation on the ground. The impact of the COVID-19 pandemic has also been proven to worsen access to basic services, reduce exclusive breastfeeding coverage, and increase the risk of stunting in vulnerable groups. This study concludes that the optimization of stunting programs must be carried out through strengthening coordination across OPDs, integrating information systems, revitalizing cadre training, and active involvement of community leaders. A participatory approach based on local socio-cultural has proven to be effective in increasing public acceptance of government programs. The novelty of this research lies in an integrative approach that brings together policy evaluation, technical implementation, and social dynamics of the community in one analysis framework based on local context. These results are expected to be a reference in the formulation of stunting policies that are more adaptive and sustainable at the regional level. Implementation of Follow-up Actions on the Results of Inspectorate Audits in Central Maluku Regency Tuasikal, Umiasalamu Normawati, Normawati Tuanaya, Wahab Layn, Safrudin Bustam Internal oversight is an important instrument in ensuring accountability and transparency in regional government administration. The Regional Inspectorate, as the Government Internal Oversight Agency (APIP), has a strategic role in overseeing the effectiveness of governance, particularly through follow-up on audit results. This study aims to analyse the implementation of follow-up actions on audit findings by the Inspectorate in Central Maluku Regency and to identify the determining factors that influence it. Using a qualitative approach, data was collected through interviews, documentation, and observation, and then analysed descriptively. .The results of the study show that although the regulatory framework is in place, the implementation of follow-up recommendations has not been optimal. The average follow-up completion rate in Central Maluku Regency is 70-75 per cent, with variations between OPDs. Some OPDs have shown a good response, but others are still below 60 per cent. The implementation of TLHP still faces obstacles in the form of differences in compliance levels between OPDs, which are influenced by the weak commitment of some OPD leaders, limited resources, a lack of technical understanding, and the minimal application of sanctions, where the quality of follow-up is still largely administrative in nature. Factors influencing this achievement include Human Resource Capacity, Internal Administration and Management Systems, Commitment of OPD Leaders, and Sanctions and Rewards (Incentives). These conditions emphasise the importance of strengthening the capacity of the Inspectorate, proactive leadership, and the use of information systems to ensure higher quality and more targeted follow-up, as well as the application of sanctions and rewards, thereby improving the overall accountability and performance of local government. This study confirms that the effectiveness of oversight is not only determined by the quality of audits, but also by political will, organisational culture, and the sustainability of monitoring mechanisms. Therefore, it is necessary to strengthen the capacity of the Inspectorate, apply strict sanctions, and foster a culture of accountability to encourage improvements in local government governance. Implementation of Good Governance Principles in the 2024 Election: A Study of Transparency and Accountability in the Central Maluku Regency KPU Rahmi, Rahmi Normawati, Normawati Ufie, Josep A Layn, Safrudin Bustam This study analyzes the governance of the 2024 elections in terms of transparency and accountability of the Central Maluku Regency KPU. The results show that the governance of the 2024 elections in Central Maluku Regency, from the perspectives of transparency and accountability, can be described as follows. First, the implementation of the elections in Central Maluku Regency has shown a fairly good level of transparency. This is evident from the openness of information to the public, the involvement of various stakeholders, and the ease of public access to data and the processes of each stage of the elections. The Central Maluku Regency KPU has consistently applied the principle of openness from the stage of updating voter data and recruiting ad hoc bodies to the announcement and recapitulation of voting results. Second, the institutional accountability of the election organizers has been carried out in accordance with applicable regulations, through administrative, financial, and ethical accountability mechanisms supervised by internal and external supervisory bodies such as Bawaslu and DKPP. The performance of the KPU and Bawaslu also shows good synergy in monitoring stages and handling violations, although there are still obstacles in technical aspects, especially in reporting and the consistency of monitoring results documentation. However, strengthening is still needed in information systems, internal supervision, and the technical capacity of organizers in the field. Therefore, recommendations for improvement can be made to strengthen the governance of future elections by strengthening regulations and compliance, optimizing public information disclosure, improving human resource competencies, and strengthening participatory oversight and inter-agency collaboration. The Role of Government in Combating Cyberbullying: Public Policy Challenges in the Digital Age Hakim, Arief Rahman Septianingsih, Aisyah This study examines a phenomenon that has become increasingly common in recent times—digital-based bullying, or cyberbullying, which frequently occurs on social media platforms. The purpose of this study is to identify the various forms of cyberbullying, explore its underlying causes, and evaluate its impacts on victims—particularly children and adolescents. This research employs a descriptive qualitative approach, with data collected through observations of social media activities, as well as reviews of academic journals, media reports, and government policy documents. The findings indicate several prevalent forms of cyberbullying, including insults, hoax dissemination, verbal harassment, physical appearance-related comments (body shaming), and doxing. The main contributing factors to these behaviors include the anonymity provided by the digital world, low understanding of digital ethics and literacy, a lack of empathy, peer group influence, and a history of being victims of bullying. The impacts of cyberbullying are quite serious, manifesting in mental health issues, excessive anxiety, heightened insecurity, decreased motivation for life, and lower academic performance. Therefore, addressing this issue requires collaborative efforts among various parties—families, educational institutions, communities, social media providers, and government agencies. Implementation of E-Government Through Public Service Innovation in Sinjai Regency Palewai, Asdar Congge, Umar Nurdin, Mochamad This study aims to explore the implementation of e-government through public service innovation in Sinjai Regency. Digital transformation is crucial in public services to improve the efficiency, transparency, and accountability of local governments. The research method used is a qualitative approach with an explanatory type. The novelty of this study lies in a comprehensive analysis using six determinant indicators—communication infrastructure, connectivity and IT use, human resources, budget, legal instruments, and paradigm shifts—to dissect the complexity of digitalization at the local government level. The results show that e-government implementation in Sinjai Regency has been realized through various application innovations such as SIPPADAI, SIMPELMI, and SIPAKAINGE. Despite being supported by Regent Regulation Number 48 of 2023 and the commitment of regional leaders, its implementation still faces significant obstacles such as limited ICT infrastructure, low digital literacy, budget constraints, and resistance to digital paradigm shifts among employees. This study provides practical and theoretical contributions as an in-depth evaluation instrument for the implementation of the Electronic-Based Government System (SPBE) at the district level, while also serving as a strategic reference in mapping the structural barriers to digital transformation in the region. Implementation of a Digital-Based Community Complaint System in the Government of Posso Village, Ambon City Kotarumalos, Amir Faisal Tuhumury, Joana J Latuconsina, Nurainy The flow of globalization and the development of information technology encourage the government to adopt digital-based public services, including community complaint channels. This research aims to analyze the implementation of the digital complaint system in the Government of Passo Village, Teluk Ambon Baguala District, Ambon City, and to identify the challenges faced. The method used is a descriptive, qualitative approach through in-depth interviews, observation, and documentation. Data analysis applies the interactive model of Miles and Huberman, which includes data reduction, data presentation, and conclusion drawing. The research results indicate that the digital complaint system has the potential to enhance transparency, accountability, and public participation. This system facilitates reporting access, accelerates follow-up actions, and provides structured data as a basis for policy formulation. However, its implementation still faces obstacles, including limited technological infrastructure, low public digital literacy, suboptimal capacity among officials, and a weak culture of public participation. These findings emphasize that the success of the digital complaint system at the village level requires a holistic approach that strengthens infrastructure, enhances officials' competence, develops digital literacy, and fosters a participatory culture. The Application of Good Governance Principles in Regional Financial Management at the Regional Financial and Asset Management Agency (BPKAD) of Maluku Province Mahrani, Mahrani Normawati, Normawati Tuanaya, Wahab Layn, Safrudin Bustam This research examines the application of good governance principles in financial management at the BPKAD of Maluku Province, focusing on public participation, transparency, accountability, effectiveness, efficiency, and the rule of law. Conceptually, governance is understood as a collaborative process between the state and non-state actors, with key principles emphasizing transparency, accountability, participation, rule of law, effectiveness, and efficiency. The legal framework refers to Law 17/2003, Law 1/2004, Government Regulation 12/2019, and Minister of Home Affairs Regulation 77/2020. The method used is qualitative, based on interviews, observations, and document analysis, and is analyzed using the interactive model of Miles, Huberman, and Saldana. The study results show that the implementation of good governance has been normatively pursued through the digitization of the financial system, the application of e-budgeting and e-procurement, and BPK supervision. However, practices remain predominantly procedural: low fiscal independence, routine spending dominance, weak audit follow-up, limited public literacy, and participation tends to be formalistic as per Arnstein's concept of tokenism. Obstacles are also related to technological readiness, the apparatus's capacity, and the pattern of incremental budgeting. In conclusion, the regional financial governance in Maluku shows structural progress but is not yet substantively optimal. Strengthening human resource capacity, consistency in law enforcement, expanding participation channels, and accelerating digitalization are necessary to enhance fiscal integrity and promote public financial reform in the context of regional autonomy. Using in-depth interview data collection techniques with the help of an interview guide. In addition, direct document tracing was conducted while observing, reading, and understanding concepts, to obtain secondary data from work reports, legislation, regional regulations, decrees, and brochures related to the issues faced. The data from this research were analyzed using descriptive qualitative analysis techniques. The research results show that, 1) The Maluku Provincial Bapenda enhances the capacity of ASN human resources, which can support public service innovations, thereby impacting the increase in PAD. 2) The Maluku Provincial Bapenda innovates services to the community thru the digitalization of tax and retribution payments based on online systems, which can increase the community's enthusiasm for paying taxes and retributions, thereby increasing PAD. 3) The Maluku Provincial Bapenda innovates services thru the development of PAD sources, including intensification and extensification, which impacts the increase in PAD. 4) The Maluku Provincial Bapenda innovates services to the community by simplifying the service process, which impacts the increase in the community's willingness to pay taxes and retributions, thereby contributing to the increase in PAD. Local Government Strategies In Infrastructure Development In The Mountainous Areas Of West Seram Letekay, Mayalina Rengifurwarin, Zainal Abidin Pattimukay, Hengky Virgo Richardo Infrastructure development in the mountainous areas of Elpaputih District, West Seram Regency, faces complex challenges related to geography, institutional capacity, and limited resources. This study aims to analyze the strategies employed by the local government in planning, implementing, and supervising infrastructure development, and to identify the key factors influencing their effectiveness. The research adopts a qualitative approach using in-depth interviews, field observations, and a review of planning documents and regional development reports. The findings reveal that the local government's development strategy is combinative, integrating formal, document-based planning (top-down) with emergent strategies derived from community needs and on-site conditions (bottom-up). The capacity of local actors and the quality of cross-sectoral coordination are crucial determinants of implementation success. However, the supervision mechanisms still encounter obstacles, particularly in technical monitoring and reporting systems, especially in remote mountainous villages with limited accessibility. This study concludes that the effectiveness of infrastructure development in Elpaputih District is strongly influenced by the adaptability of local government strategies, the strength of inter-actor collaboration, and the enhancement of local capacity. The study recommends strengthening participatory planning, improving field supervision through technology-based monitoring, and establishing sustainable coordination mechanisms to ensure more responsive and resilient infrastructure development. The Influence of Leadership on Employee Performance At the Education and Culture Office, West Seram Regency Hehanusa, Akrim Sahetapy, Petronela Ufie, Josep A This study aims to analyze the influence of leadership style on employee performance at the Department of Education and Culture of West Seram Regency, and to describe and analyze the significance of the relationship between leadership style and employee performance at the same institution. The research design is a logical plan for testing the hypotheses. This study is descriptive in nature and employs a survey method. The population consists of 47 individuals, and the sample was taken using a census technique. The data were analyzed using frequency tables, frequency distribution, summarization and interpretation, descriptive analysis, and the Product-Moment correlation formula. The results show that the leadership style implemented by the head of the Department of Education and Culture of West Seram Regency falls into the “good” category, with a 87.27 percent level. Employee performance at the same institution is categorized as high, with an 84.89% level. In addition, the study found a relationship between leadership style and employee performance at the Department of Education and Culture of West Seram Regency, as the calculated r-value (0.918) exceeds the table r-value (0.288). Therefore, it is concluded that leadership style influences employee performance at the Department of Education and Culture of West Seram Regency, with a very high level of influence. The Influence of Coordination on Employe Work Effectiveness in the General and Personnel Subdivision of the Fisheries Office of West Seram Regency Corputty, Raynaldo Sahetapy, Petronela Pattimukay, Hengky Virgo Richardo This study aims to analyze the effect of coordination on employee work effectiveness in the General and Staffing Subdivision of the Fisheries Office of West Seram Regency. The organizational issues identified in this study relate to the suboptimal achievement of work targets, which are suspected to be influenced by inadequate coordination among personnel and units. This research employs a quantitative approach, using a survey method and distributing questionnaires to employees as respondents. The validity and reliability tests show that all items in the coordination variable (X) and employee work effectiveness variable (Y) are valid and reliable (αX = 0.904; αY = 0.887). The classical assumption tests—including normality, multicollinearity, autocorrelation, and heteroscedasticity—indicate that the data meet all regression model requirements. The simple linear regression analysis yields the equation Y = 15.432 + 0.684X, indicating that coordination positively influences employee work effectiveness. The F-test reveals that the model is significant (F = 49.873; Sig. = 0.000), while the t-test shows that the coordination variable significantly affects employee effectiveness (t = 7.062; Sig. = 0.000). Thus, the research hypothesis is accepted. These findings reinforce modern management theories and the perspectives of scholars such as Fayol, Terry, and Robbins, who emphasize coordination as a critical element in achieving organizational effectiveness. The results also align with Fitria's (2021) findings, which state that coordination and communication are key determinants of employee effectiveness in public service organizations. Overall, this study concludes that improved coordination—through communication, briefings, meetings, and harmonious work relationships—significantly enhances the work effectiveness of employees in the General and Staffing Subdivision of the Fisheries Office of West Seram Regency. Analisis Analysis Of The Implementation Of The Village Medium-Term Development Plan (RPJMDES) In Lenggahsari Village, Cabangbungin District, Bekasi Regency Tahupiah, Jovanca Putri Gervia Priyanti, Evi This article examines the implementation of the Village Medium-Term Development Plan (RPJMDes) in Lenggahsari Village, Cabangbungin District, Bekasi Regency. The aim of this study is to analyze the effectiveness of RPJMDes implementation using a policy implementation model and a transformational leadership approach. The research adopts a qualitative approach, with data collection through in-depth interviews with village stakeholders and document analysis. The findings indicate that despite efforts by the village government to improve performance, significant challenges remain, such as limited capacity of village officials, weak oversight systems, and low levels of community participation. This study contributes theoretically by integrating the policy implementation model and transformational leadership in the context of village governance. Practically, it suggests enhancing human resource capacity, strengthening oversight systems, and increasing community involvement as solutions to improve the effectiveness of RPJMDes implementation. The implications of this research highlight the need for more adaptive policies and synergy between the government, communities, and other stakeholders to create a village government that is transparent, accountable, and responsive to community needs.
