Tanggung Jawab Pemerintah Daerah Dalam Pemenuhan Kelistrikan
Abstract
The government is responsible for meeting the electricity needs of the people in Selaru District, Tanimbar Islands Regency. However, what happens is that the people in Selaru District cannot meet their electricity needs properly, which often occurs is alternating power outages every day between villages, as well as always an increase in basic electricity tariffs, and unstable voltages (up and down). For this reason, the problem in this study is how the local government's responsibility in meeting electricity needs in Selaru District, Tanimbar Islands Regency, and what are the legal consequences of local governments not meeting the electricity needs of electricity in Selaru District, Tanimbar Islands Regency. The research method used is normative research. The results of the study show that the form of responsibility of the local government in meeting electricity needs in Selaru District, Tanimbar Islands Regency through the actions of determining policies, regulating, supervising, and implementing electricity supply businesses. However, the answer has not been carried out by the local government so that the fulfillment of electricity needs carried out by the State Electricity Company is not able to meet the needs of all people in 7 (seven) villages in the administrative area of the Selaru District government. This is because the machines used by the State Electricity Company to produce electricity are able to supply electricity needs to all residents in the Selaru district. As well as the result of the local government's inability to meet the electricity needs of electricity in Selaru District, Tanimbar Islands Regency is the loss of the right of the community to meet their needs in order to achieve a decent life, as well as the neglect of the responsibility or obligation of the state to citizens through the local government to meet the electricity needs of the community as a consequence of the distribution of electricity affairs to the local government based on the principle of regional autonomy.
