Pengaturan Hukum Standar Profesionalisme Bhabinkamtibmas Dalam Mewujudkan Sinergitas Polri dan Masyarakat
Abstract
The professionalism of Bhabinkamtibmas (Community Security and Order Supervisors) is an essential factor in establishing synergy between the Indonesian National Police (Polri) and the community through the community policing approach. However, the existing legal framework has not comprehensively regulated the professional standards of Bhabinkamtibmas, resulting in potential disparities in service quality across different regions. This study aims to analyze the legal regulations governing the professional standards of Bhabinkamtibmas based on positive law in Indonesia and to formulate an ideal legal framework to achieve synergy between Polri and the community. This research employs a normative legal research method using statutory, conceptual, and comparative approaches. The legal materials consist of primary, secondary, and tertiary legal sources, which are analyzed prescriptively. The results indicate that Law Number 2 of 2002 concerning the Indonesian National Police, Regulation of the Indonesian National Police Number 1 of 2021 concerning Community Policing, and Regulation of the Indonesian National Police Number 7 of 2021 concerning Bhayangkara Pembina Keamanan dan Ketertiban Masyarakat (Bhabinkamtibmas) have regulated the position, duties, and functions of Bhabinkamtibmas; however, these regulations have not explicitly established professional standards covering competency indicators, development systems, performance evaluation, and accountability mechanisms. Therefore, a reconstruction of the legal framework is required through the refinement of Police Regulations by establishing professional standards that include normative definitions, competency standards, continuous development, performance-based evaluation, and an accountability system. Such reconstruction is expected to strengthen the effectiveness of community policing and enhance synergy between Polri and the community.
