Abstract

This research is motivated by the importance of the role of Bhabinkamtibmas in increasing community participation in maintaining public security and order. As police officers who interact directly with the community, Bhabinkamtibmas have a strategic position in implementing Community Policing through community development, communication, partnership, community visits, early detection, problem solving, and community empowerment. This research aims to analyze the legal framework governing Bhabinkamtibmas strategies in increasing community participation and to analyze the role of Bhabinkamtibmas at the Jetis Sector Police in increasing community participation in maintaining public security and order. This research employs a normative legal research method using a statutory approach and a conceptual approach. Legal materials were analyzed descriptively and qualitatively to examine the relationship between the legal framework, the concept of Community Policing, and Bhabinkamtibmas strategies. The results show that Bhabinkamtibmas strategies have an adequate legal basis within the framework of the Indonesian National Police's duty to maintain public security and order and establish partnerships with the community. In practice, the strategies implemented by Bhabinkamtibmas at the Jetis Sector Police contribute positively to increasing community participation through preventive, persuasive, and participatory approaches. However, the effectiveness of these strategies has not yet been fully optimized due to limitations in human resources, facilities and infrastructure, territorial characteristics, and the level of community awareness and participation. Therefore, improving the effectiveness of Bhabinkamtibmas requires strengthening personnel capacity, operational support, and sustainable synergy among the police, village government, and community.
