Digital Literacy Of The Community In Using E-Court At Purwakarta Religious Court
Abstract
The implementation of electronic case administration services through the e-court system at the Purwakarta Religious Court represents a form of e-government-based public service modernization carried out in accordance with Supreme Court Regulation Number 7 of 2022 concerning the amendment to Supreme Court Regulation Number 1 of 2019 on Electronic Case Administration and Court Proceedings. However, in practice, there are still members of the public who experience difficulties in using e-court services due to low levels of digital literacy. This study aims to examine the public's ability to use digital services within the e-court system, the public's knowledge regarding e-court procedures and mechanisms, as well as the competence and readiness of the public in using e-court services at the Purwakarta Religious Court by applying David Bawden's digital literacy theory. The subjects of this study consisted of justice seekers, PTSP officers, court clerks, and lawyers at the Purwakarta Religious Court. This study employed a qualitative method with a descriptive approach. Data were collected through interviews, observations, and documentation. The findings indicate that the public's ability to use e-court services remains suboptimal, particularly in terms of basic digital technology skills and understanding of electronic case administration procedures. Public knowledge regarding e-court procedures and mechanisms is also still limited, as many individuals were unaware of the service prior to visiting the court. Furthermore, the public's competence and readiness to utilize digital services are influenced by limited technical skills, age, educational background, and a low willingness to learn digital technology. Therefore, greater efforts in socialization, education, and assistance are necessary to support the effectiveness and optimization of e-government-based public services.
